川普1.0任內，對台灣軍售金額至少200億美元，軍購是「要什麼給什麼，不要的也硬塞」，執政黨全部埋單，還編2個特別預算因應；賴政府則是｢未雨綢繆｣搶先跪，在美國還未決定要給什麼武器前，就決定編軍購特別預算，讓整體國防支出達到GDP3％的目標。

然而，川普1.0軍售的武器全部延宕，以採購F-16V新式戰機為例，直到現在第一架都還在試飛，尚未交機，而明年底就要結案，66架全數均須運交給台灣；政府還為此編了特別預算，年年交款。中共機艦灰色地帶侵擾強度急增，台灣亟需這批新式戰機應處，但錢到明年就付完了，卻仍未見到部隊成軍服役，實在說不過去。

另岸置魚叉飛彈軍售案又是一例，一再延宕，直到美國防部向廠商施壓，今年可望開始提供我裝備，MQ-9B無人機也是相同狀況；已買的武器還沒到手，一邊催著再買新武器，這種賣家未免太霸道。

During Trump 1.0's administration, the U.S. sold at least $20 billion worth of weapons to Taiwan. The policy for military purchases was "give them whatever they want, even force-feed them what they don't ask for." The ruling party covered all the expenses and even allocated two special budgets to address this. The Lai government, however, took proactive measures. Before the U.S. even decided which weapons to provide, it had already decided to allocate a special military procurement budget to ensure overall defense spending reached 3% of GDP.

However, the weapons from Trump 1.0’s military sales were all delayed. For example, the purchase of the F-16V fighter jets is still in the trial flight phase, with the first one yet to be delivered, even though the deal is supposed to conclude by the end of next year, and all 66 planes need to be delivered to Taiwan. The government also allocated a special budget for this, paying annually. Meanwhile, China's gray zone activities in the form of military aircraft and ships are intensifying, and Taiwan urgently needs these new fighter jets, but although payments will be completed by next year, the jets have yet to be delivered, which is hard to justify.

Another example is the Harpoon missile sale, which has been repeatedly delayed. Only recently has the U.S. Department of Defense pressured suppliers, and it is expected that Taiwan will start receiving the equipment this year. The MQ-9B drones face similar delays. The weapons Taiwan has already purchased have yet to arrive, and now the U.S. is pushing for more new purchases—this seller's behavior seems overly domineering.
