The following countries are against China's Xinjiang policy:
Australia, Austria, Belgium, Canada, Denmark, Estonia, Finland, France, Germany, Iceland, Ireland, Japan, Latvia, Lithuania, Luxembourg, Netherland, New Zealand, Norway, Spain, Sweden, Switzerland, UK, USA
You'll see that ALL of them are against or abstained in the vote for the bill against racism and NON of them is Muslim country.
And here are the countries which both support China's Xinjiang policy and in favor of the bill that call for against racism:
Algeria, Angola, Bahrain, Bangladesh, Belarus, Bolivia, Burkina Faso, Burundi, Cambodia, Cameroon, Congo, Cuba, Democratic Republic of Congo, Djibouti, Egypt, Equatorial Guinea, Eritrea, Gabon, Iran, Iraq, Kuwait, Laos, Mozambique, Myanmar, Nepal, Nigeria, Oman, Pakistan, Philippines, Russian Federation, Saudi Arabia, Sri Lanka, The Sudan, Syria, Tajikistan, Togo, Turkmenistan, Uganda, United Arab Emirates, Uzbekistan, Venezuela, Yemen, Zambia, Zimbabwe, China.
You will find that many of them are Muslim countries.
